Objectives
A. First Stage – Preparedness / Prevention
- Establish a central operations room to monitor and manage potential risks.
- Prepare an early‑warning and risk‑assessment map for all faculty buildings.
- Develop detailed emergency response plans for different types of risks.
- Identify safe assembly points for evacuation and determine access/exit routes.
- Prepare and maintain a faculty emergency and safety plan.
- Train personnel on safety procedures and use of protective equipment.
- Form a qualified emergency response team.
- Raise awareness among students and staff about emergency behavior and safe actions.
- Develop preventive controls to reduce risks and avoid crises.
B. Second Stage – Response / Evacuation
- Activate the emergency operations plan and command structure.
- Implement immediate response and communication measures when crises occur.
- Provide first aid and medical assistance where needed.
- Execute safe and orderly evacuation procedures.
- Apply all necessary field actions (e.g., shutdown of utilities, containment of hazards).
- Control the situation and prevent escalation.
C. Third Stage – Recovery / Return to Normal Operations
- Assess the level of damage and identify affected areas.
- Restore essential services and return activities to normal.
- Document the incident, analyze mistakes, and identify lessons learned.
- Update crisis plans according to evaluation results.
