Objectives

A. First Stage – Preparedness / Prevention

  1. Establish a central operations room to monitor and manage potential risks.
  2. Prepare an early‑warning and risk‑assessment map for all faculty buildings.
  3. Develop detailed emergency response plans for different types of risks.
  4. Identify safe assembly points for evacuation and determine access/exit routes.
  5. Prepare and maintain a faculty emergency and safety plan.
  6. Train personnel on safety procedures and use of protective equipment.
  7. Form a qualified emergency response team.
  8. Raise awareness among students and staff about emergency behavior and safe actions.
  9. Develop preventive controls to reduce risks and avoid crises.

B. Second Stage – Response / Evacuation

  1. Activate the emergency operations plan and command structure.
  2. Implement immediate response and communication measures when crises occur.
  3. Provide first aid and medical assistance where needed.
  4. Execute safe and orderly evacuation procedures.
  5. Apply all necessary field actions (e.g., shutdown of utilities, containment of hazards).
  6. Control the situation and prevent escalation.

C. Third Stage – Recovery / Return to Normal Operations

  1. Assess the level of damage and identify affected areas.
  2. Restore essential services and return activities to normal.
  3. Document the incident, analyze mistakes, and identify lessons learned.
  4. Update crisis plans according to evaluation results.
